Lessons Learned from Ukraine: Building Societal and Technological Resilience against Hybrid Conflict Modern conflict unfolds simultaneously across physical, cyber, and cognitive domains. Drawing from first-hand observations of the full-scale invasion of Ukraine, this lecture analyzes how Ukraine’s resilience emerged from an integrated, society-wide adaptation rather than a single technical capability. Key lessons highlight that civil communications serve as a vital instrument of national security and strategic deterrence. Furthermore, true defense begins at the societal level through digital literacy and psychological preparedness. These insights offer a critical blueprint for advanced, highly connected nations like Japan to fortify their infrastructure and cultivate comprehensive, multi-layered resilience before a crisis materializes.
