From Digital Government to Smart Government: Artificial Intelligence as a driver of the transformation of the State and public services. AbstractArtificial Intelligence (AI) has emerged as one of the most transformative technologies for modern governments, enabling more efficient, proactive, transparent, and citizen-centered public administrations. In this context, Peru has made significant progress through the implementation of a specialized regulatory framework, the National Artificial Intelligence Strategy (ENIA 2026–2030), and initiatives aimed at strengthening public innovation, digital governance, and institutional capabilities for the responsible adoption of AI. This presentation examines Peru's transition from a Digital Government model to an Intelligent Government, highlighting the role of Artificial Intelligence as a key enabler of innovative, automated, predictive, and personalized public services. It discusses the country's main achievements in public policy, regulatory frameworks, talent development, innovation laboratories, data-driven services, AI-based solutions, and technological experimentation mechanisms designed to accelerate digital transformation across the public sector. The presentation also analyzes the challenges that Peru must address to consolidate a national AI ecosystem, including the enhancement of digital infrastructure, data governance, interoperability, cybersecurity, specialized human capital, and the implementation of ethical principles that ensure the responsible, transparent, and trustworthy use of Artificial Intelligence. Finally, a strategic roadmap is proposed to foster the sustainable adoption of AI within the public sector by strengthening collaboration among government, academia, industry, and civil society. The proposed approach seeks to maximize public value, improve the quality of digital public services, and contribute to the country's economic and social development.
