Biography

Dr. Tito Roberto Vilchez Vilchez is a Professor and Mechanical Engineer with a Doctorate in Environment and Sustainable Development. He holds master's degrees in Machine Design, Public Management, and Pedagogical Management and Innovation. He is a full professor and researcher at the National University of Engineering (UNI), Peru, where he has served as Dean of the Faculty of Mechanical Engineering and Director of the School of Mechanical Engineering. His academic and research interests include mechanical engineering, sustainable development, environmental management, machine design, plastic gears, numerical simulation, climate adaptation, and sustainable engineering. His recent research addresses microclimates and sustainable construction, recycled PET for coastal slope stabilization, historic urban landscape regeneration, and engineering education. Dr. Vilchez has extensive undergraduate and postgraduate teaching experience at several universities in Peru and has participated in international academic and engineering events across the United States China, South Korea, Russia, Chile, Colombia, Mexico, and other countries. F a member of professional and academic organizations including the American Society for Engineering Education (ASEE) and the College of Engineers of Peru. He is also the author of books on spur gears, engineering mechanics, and dynamics for engineering students.

Abstract Title

Climate Change in Peru: Natural Laboratory of Climate Adaptation, Water Security and Energy Transition for a Resilient Future AbstractClimate change represents one of the greatest challenges to Peru’s sustainable development due to its extraordinary geographic, climatic, and ecological diversity. The coexistence of the Pacific coast, the Andes Mountains, and the Amazon rainforest makes Peru one of the countries most vulnerable to the impacts of global warming, whilesimultaneously providing a unique setting to develop, test, and scale innovative climate adaptation solutions. In this context, this presentation proposes the concept of Peru as a Natural Laboratory for Climate Adaptation, where scientific research, technological innovation, ancestral knowledge, and public policies converge to strengthen the resilience of ecosystems, infrastructure, and communities. The presentation examines the major impacts of climate change in Peru, including the accelerated retreat of tropical glaciers, increasing pressure on water resources, the growing frequency and intensity of extreme weather events, threats to food and energy security, and biodiversity loss. It also presents an integrated framework for climateadaptation based on sustainable water resource management, ecosystem restoration, climate-smart agriculture, resilient infrastructure, early warning systems, and theapplication of digital technologies, artificial intelligence, remote sensing, and data analytics to improve climate risk assessment and decision-making. Particular emphasis is placed on strengthening water security through nature-based solutions, such as the restoration of high-Andean ecosystems, water harvesting and storage systems, wastewater reuse, and innovative approaches to addressing water scarcity in vulnerable regions. In addition, the presentation discusses the strategic role ofthe energy transition in enhancing climate resilience by promoting a diversified, secure, and sustainable energy system supported by renewable energy sources, smart grids,energy storage technologies, and emerging clean energy solutions. Finally, the presentation argues that Peru’s experience can serve as an international reference for climate adaptation, fostering scientific and technological cooperation between Latin America and Asia. By leveraging its exceptional environmental diversity, Peru has the opportunity not only to address the challenges posed by climate change but also to become a global hub for developing, validating, and sharing innovative adaptation strategies that contribute to a more resilient and sustainable future.
