Dr. Mazlina Zaira Mohammad (Dr. Lina) is a Senior Lecturer in Construction Business and Project Management, contributing her expertise to Universiti Teknologi MARA (UiTM) since 2018. Armed with a Ph.D. in Construction, Engineering and Infrastructure Management from Asian Institute of Technology (AIT) Thailand, a Master of Business Administration (MBA) from UiTM, and a Bachelor of Civil Engineering (Honours) from UiTM, Dr. Lina is a recognized researcher in Fire safety, Risk Assessment, construction safety management, sustainable development, design for safety, safety culture and Occupational Safety & Health(OSH), Environmental, social, and governance (ESG) and Artificial intelligence(AI) safety. Her influence goes beyond the classroom, she is currently leading a project on multi-organizational integration funded by the Ministry of Education, Malaysia and has been involved in several projects funded by public and private organisations. As an esteemed research member for international grant from British Council and Lloyds Register Foundation, Dr. Lina's impact reverberates on an international scale. In addition to her academic role, Dr. Lina plays a significant part in administrative functions, including positions such as the Post Graduate CEEC 705 Master of Science in Construction Engineering Program Coordinator, College of Engineering Safety Coordinator, Staff Resident College Anggerik, UiTM, Safety and Health Coordinator and currently held position as Communication Coordinator Faculty of Civil Engineering. Actively participating in various committees at both, university and national levels, she contributes to policy development and implementation. At the national level, Dr. Lina is appointed as a Occupational Safety and Health in Construction Industry - Management (OSHCIM) Expert of the Department Occupational Safety and Health (DOSH) by the Ministry of Human Resource. Her expertise extends to consultancy roles for various projects focused on safety management, safety testing, fire safety and design for safety, funded by Government of Malaysia, private company and international organization.
Advancing Safe and Sustainable Urban Mobility through Design for Safety Abstract: Rapid urbanisation, climate pressures, and growing mobility demands require cities to move beyond conventional approaches that treat safety as a downstream operational concern. This invited presentation explores Design for Safety (DfS) as a proactive approach for integrating safety, sustainability, resilience, and maintainability into urban mobility infrastructure from the earliest stages of planning and design. The presentation adopts a lifecycle perspective, emphasising that decisions made during planning and design have important implications for constructibility, maintainability, operation, and long-term infrastructure performance. Drawing upon Malaysian urban and infrastructure examples presented through the BRT Sunway Line, Kuching Urban Transportation System (KUTS), and Think City Penang initiatives, the session demonstrates how mobility systems can be designed to support safer access, cleaner transportation, inclusive movement, climate adaptation, and more resilient urban environments. The discussion extends DfS beyond construction-stage safety by considering risks throughout the project lifecycle, particularly during operation and maintenance, where design decisions can reduce exposure to hazardous activities and improve accessibility for future maintenance personnel. The presentation also highlights the evolving Malaysian occupational safety and health framework, alongside international DfS practices, design hazard assessment approaches, and research-based tools that support more systematic consideration of safety during design. Ultimately, the presentation argues for a shift from managing risks after infrastructure is built to eliminating or reducing foreseeable risks through design. By embedding DfS within sustainable urban mobility planning, cities can create transport infrastructure that is not only eLicient and environmentally responsible, but also safer, more maintainable, inclusive, and resilient throughout its lifecycle.
