Advancing Gender Equity and Inclusive Leadership through Strategic Human Resource Systems in Humanitarian and Development Contexts Gender equity and women’s empowerment have increasingly become central priorities within the global development discourse. There are, however, persistent gaps between well-articulated policies and the practical implementation within organizations. This paper explores the role of Human Resource (HR) systems as a strategic driver in translating gender equity commitments into measurable and sustainable outcomes in the global development context. The study examines how inclusive HR policies, such as equitable recruitment practices, gender-responsive performance management, leadership development pathways for women, and workplace safeguarding mechanisms foster an enabling environment for women to thrive in within international and donor-funded organizations. The study also assesses key barriers to achieving gender equity, including unconscious bias, cultural norms, limited access to leadership opportunities, and structural inequalities in workplace systems. A survey was conducted on different international donor-funded organizations, and findings indicate that data-driven HR strategies, inclusive organizational cultures, and leadership accountability frameworks are strategic in closing gender gaps and enhancing women’s participation in decision-making roles. The study underscores the significance of integrating multiple dimensions such as age, disability, socio-economic background, and geographic context in HR practices to encourage gender equity. It suggests that policymakers, HR practitioners, and organizational leaders should be more committed to advancing women’s empowerment and achieving long-term social impact.
