Tamara Joan Duraisingam is a distinguished legal academic, researcher, and educator with over two decades of experience in higher education and legal scholarship. She currently serves as Senior Lecturer in Law at Sunway University, Malaysia, and previously held senior academic and leadership positions at Taylor's University and INTI International University. She holds a PhD in Law from the National University of Malaysia (UKM), a Master of Laws (LL.M), and a Bachelor of Laws (LL.B) from the University of Malaya. Duraisingam's research focuses on constitutional law, international law, statelessness, refugee rights, human rights, and sustainable legal development. She has authored numerous books, journal articles, and research reports, collaborating with organizations such as UNICEF, and has presented her work at leading international conferences. In addition to her research, she has supervised doctoral candidates, served as Editor-in-Chief of the Journal of the Centre for Research in Law and Development in Asia (CRELDA), and actively contributes to community outreach and legal advocacy.

The Right to a Healthy Environment and Environmental Rule of Law: A Gender-Responsive Perspective AbstractThe recognition of the right to a clean, healthy and sustainable environment as a human right by the United Nations General Assembly marks a significant shift in the global environmental discourse. Yet, despite legislative reforms and international commitments, many countries continue to face persistent environmental challenges, raising questions about the effectiveness of environmental governance and legal enforcement. This presentation explores the concept of Environmental Rule of Law (EROL) as a framework for strengthening the implementation of environmental rights and obligations. It considers whether EROL offers a more holistic approach to environmental governance by positioning environmental degradation not merely as an ecological concern, but as a rule of law and human rights issue. Particular attention is given to the experiences of women, who are often disproportionately affected by environmental degradation and climate-related displacement. At the same time, women play a vital role as environmental stewards, community leaders and agents of resilience. The presentation examines how a gender-responsive understanding of EROL can contribute to the realisation of the right to a healthy environment and inform responses to emerging challenges such as climate-induced migration and displacement within Malaysia and the ASEAN region. Through this discussion, the presentation seeks to encourage broader engagement with environmental justice, human rights and inclusive environmental governance.
