Biography

Assoc. Prof. Ts. Dr. Roslinda Alias, CDMP is an Associate Professor at the Faculty of Education, Universiti Teknologi MARA (UiTM), Malaysia, and the Acting Director of UiTM Disability Services and Development Division (U-DServeD). She specializes in disability-inclusive education, instructional technology, and inclusive learning, with a strong commitment to making education accessible to persons with disabilities. Dr. Roslinda holds a Ph.D. in Education specializing in Disability-Inclusive Education and Instructional Technology from UiTM, a Master of Education in Instructional Technology from the International Islamic University Malaysia, and a Bachelor of Human Sciences (Hons.) in Psychology from IIUM. She is a Certified Disability Management Professional (CDMP) and a Professional Technologist (Ts.). With extensive academic and administrative experience, she has served UiTM in various leadership positions, including Director of U-DServeD, Head of Centres, entrepreneurship coordinator, and postgraduate education coordinator. Her work has contributed to the development of disability services and inclusive practices within UiTM and the wider Malaysian higher education sector. She has also served as a member of the National Council for Persons with Disabilities and the Selangor Persons with Disabilities Action Council. Dr. Roslinda has received numerous national and university-level awards for teaching excellence, innovation, community engagement, and disability advocacy. Her leadership philosophy is centered on inclusive education and collaboration, guided by her principle: “Inklusif itu KITA” (Inclusion is Us).      

Abstract Title

Women Leading Institutional Transformation: Building Sustainable Disability-Inclusive Universities for Social Impact Abstract: Despite increasing global commitments to equity and inclusion, many higher education institutions continue to address disability through fragmented initiatives rather than systemic institutional transformation. Sustainable inclusion requires visionary leadership that embeds equity into governance, policies, organisational culture, and institutional practice. This keynote presents the transformation journey of Universiti Teknologi MARA (UiTM), Malaysia, through the establishment and evolution of the UiTM Disability Services and Development Division (U-DServeD), demonstrating how women leaders can drive meaningful institutional change with lasting social impact.   The presentation introduces the BRIDGE Framework for Disability-Inclusive Institutional Transformation, a strategic leadership framework developed from UiTM's institutional transformation experience. The framework explains how sustainable disability inclusion can be achieved by integrating inclusive leadership, governance, stakeholder partnerships, evidence-informed decision-making, capacity development, innovation, digital transformation, and continuous institutional improvement into a coherent and sustainable ecosystem. Rather than viewing disability inclusion as a welfare initiative, the BRIDGE Framework positions inclusion as a strategic institutional responsibility that strengthens educational quality, organisational resilience, and community engagement.   Drawing upon UiTM's experience, the keynote illustrates how the BRIDGE Framework has guided the establishment of disability-inclusive governance structures, institutional policies, reasonable accommodation systems, professional certification programmes, digital service ecosystems, sustainable financing mechanisms, and cross-sector collaborations at national and international levels. These initiatives have contributed to measurable improvements in institutional capacity, accessibility, service delivery, leadership development, and knowledge transfer while extending the University's impact beyond Malaysia.   Beyond presenting a successful institutional case, this keynote proposes the BRIDGE Framework as a practical and transferable model for universities and organisations seeking to advance equity, inclusion, and sustainable social impact. It argues that women leaders play a critical role in connecting vision, people, policies, partnerships, and innovation to create institutions where inclusion becomes an embedded organisational culture rather than an isolated programme. By sharing lessons from UiTM's transformation journey, this presentation aims to inspire leaders worldwide to build more inclusive, equitable, and socially impactful institutions that contribute meaningfully to the Sustainable Development Goals.
