Dato’ Satinah Syed Saleh is a distinguished Malaysian education leader, policy practitioner, governance professional and strategic advisor with more than 30 yearsof service across the Ministry of Education and Ministry of Higher Education, followed by more than a decade of consultancy, board and advisory leadership. Her career provides a distinctive perspective on women’s empowerment through education: not simply as access or educational attainment, but as the developmentof agency, confidence, leadership capacity and the ability to influence institutions, communities and society. Her national contributions include serving as Secretary II to the National Committee for the Education Act 1996 (Act 550), leading the Project Management Officefor Phase 1 of the Malaysian Education Blueprint 2013–2025, and serving on the National Education Advisory Council (2018–2020).

Educating Women to Lead: From Educational Attainment to Leadership, Agency and Social Impact.                                                                                                                                                                                         Abstract: Education has transformed the lives of millions of women by expanding access to knowledge, qualifications and opportunities. Yet, despite significant progress in women’s educational attainment, a fundamental question remains: Does education merely prepare women to participate in society, or does it enable them to shape, lead and transform it? This paper proposes that the next chapter of women’s empowerment must move beyond access and attainment towards agency. Agency represents a woman’s capacity to exercise voice, make choices, navigate change, influence decisions and use her capabilities to create meaningful impact. From this perspective, education should not be viewed simply as a pathway to qualifications or employment, but as a transformative force that develops confidence, critical thinking, resilience, leadership capability and the capacity to shape the future. Drawing on contemporary perspectives on women’s empowerment, education and leadership, with particular relevance to the Malaysian context, the paper introduces a conceptual pathway of Access → Capability → Agency → Leadership → Impact. It argues that educational empowerment becomes truly transformative when women are able to convert knowledge and capability into voice, influence, leadership and social contribution. This requires not only empowering women themselves, but also transforming the educational institutions, organisational cultures, policies and social environments in which women learn, work and lead. The paper further considers the implications of this shift for education policy and practice, particularly in preparing women to navigate an increasingly complex, uncertain and rapidly changing world. It calls for a broader understanding of educational success—one that asks not only how many women have access to education, but also how effectively education enables women to exercise agency, lead with purpose and create sustainable impact.  Ultimately, empowering women through education is not only about creating better opportunities for women; it is about strengthening families, organisations, communities and nations.
