Such measures are important, but they often overlook a more fundamental question: what actually changes in women’s lives, enterprises, families, communities, and institutions as a result of empowerment? This plenary foregrounds the often unheard experiences of grassroots women entrepreneurs, whose everyday struggles, adaptive strategies, resilience, and aspirations provide critical insights into how empowerment is experienced beyond formal programs and policy narratives. Their stories reveal that empowerment is not a single intervention or outcome. It is a process through which women develop agency, strengthen economic capability, negotiate social and institutional constraints, sustain enterprises, access markets and finance, create livelihoods, and increasingly participate in decisions that affect their communities. The presentation therefore calls for a shift from empowerment as participation to empowerment as measurable societal impact. It argues that grassroots experiences must move beyond anecdotal visibility and become systematically captured as research evidence capable of informing institutional practice and public policy. For researchers, universities, governments, development organisations, financial institutions, and businesses, the implication is clear: societal impact requires moving beyond counting participation toward documenting changes in agency, enterprise sustainability, livelihoods, financial and digital capability, resilience, employment creation, institutional inclusion, and community development. Ultimately, redefining women’s empowerment requires us to listen more closely to women whose voices remain underrepresented, transform those experiences into credible evidence, and ensure that evidence informs decisions capable of producing broader and lasting social change.
